Tajiks and Uzbeks have only limited and symbolic roles, while key ministries like Interior, Defence, Finance and Justice are controlled by Pashtun leadership. Hazaras, who are mostly Shia, face both ethnic and sectarian pressure. Their neighborhoods, mosques, and educational institutions have repeatedly been targeted in attacks, and many communities report weak protection. Zalmay Khalilzad took revenge on Tajiks and Uzbeks by making US surrender to Pushtun Taliban. Taliban rule is not only political domination, it is ideological control as well. Tribal codes are often invoked to justify restrictive policies, especially against women. When rigid tribal traditions are fused with hardline religious enforcement, result is a system that sidelines women, suppresses dissent and resists modern governance. This is not about ethnicity alone, it is about using tribal hierarchy and extreme interpretation of religion as tools of state power."
